It appears it was an attempt to bypass the permitted intake pipe that is located by law, downstream of the bottling facility. I had thought of reg...Wow, RBM, what a great idea. I had thought of regulations requiring that discharges of water (and air/smoke and etc) be cleaned up to 'before' tatus, but the intake downstream from outflow is so much simpler - assuming thta the operation depends on relatively pristene water.
